Pete Coutts

Portsmouth Plant Manager


Pete Coutts brings over 39 years of extensive experience leading projects within DOE-EM, DoD, and the commercial nuclear sector. Throughout his career, he has held numerous leadership positions, including:
 

Director of Nuclear Decommissioning at Chicago Bridge & Iron (formerly Shaw E&I): 

Oversaw the decontamination and decommissioning (D&D) and final site closure of the Humboldt Bay Nuclear Power Plant in Northern California, situated on environmentally sensitive shoreline.
 

Director of Operations for Shaw E&I’s Western Region Federal Projects:

Managed all federal projects in the region, focusing on turning around troubled initiatives and improving performance in cost, schedule, safety, compliance, and risk management.
 

Acting Site Manager/Deputy Site Manager at the Paducah Gaseous Diffusion Plant:

Directed all operational activities for the DOE-EM Remediation Prime Contract, managing a team of up to 900 staff members.
 

Deputy Director for Seven FUSRAP Sites:

Oversaw programs across seven active sites with a combined budget of approximately $1 billion.
 

Since January 2019, Pete has served as the Plant Manager at the Portsmouth DUF6 Conversion Facility, responsible for plant operations. Under his leadership, the facility has exceeded production targets and maintained 85% continuous operational runtime over a six-month proof-of-concept period. He successfully led the design and implementation of major plant modifications to enhance safety and efficiency. Additionally, the plant has operated safely for over five years without a lost-time injury.
